Dr. Soto specializes in emergency medical services, paramedicine, and disaster response. His expertise encompasses cardiac emergency protocols, overdose management, and public health preparedness. He has been instrumental in developing community emergency response capabilities and training programs.
Soto has been featured in multiple media outlets including Fox News, The Middletown Press, News 8, and The Patch for his expertise on critical health issues such as sudden cardiac arrest in athletes, K2 overdose treatment, and emergency response protocols. He has collaborated with West Haven officials on public safety initiatives.
Notably, Soto coordinated West Haven's successful application to become a HEARTSafe community, recognized by the Connecticut Department of Public Health and American Heart Association for excellence in cardiac emergency response. Mayor Nancy Rossi specifically commended his leadership in this achievement.
He also serves as Emergency Management Director for West Haven, where he oversees the Community Emergency Response Team (CERT) program that trains volunteers in fire safety, light search and rescue, team organization, and disaster medical operations.
