Joseph Facal is an Honorary Professor in the Department of Management at HEC Montréal. His expertise focuses on public policy analysis, business-government relations, and Quebec's socio-economic development model. He holds a M.Sc. in Political Science from the University of Montréal and a Ph.D. in Sociology from Paris IV, Sorbonne.
His research interests include analyzing complex public policy cases involving institutional conflicts, such as healthcare infrastructure projects and energy development initiatives. He has supervised three master’s theses in recent years, addressing topics like crisis management during the 1998 Quebec ice storm, strategic analysis of the Energy East Pipeline project, and entrepreneurial orientation in political organizations.
Facal’s work bridges academic research with practical governance challenges, emphasizing the interplay between public interest, political dynamics, and socio-economic development. His case studies highlight critical issues in policy implementation and stakeholder management.
