Joseph D. Foukona

Joseph D. Foukona is an Assistant Professor in the Department of History at the University of Hawaiʻi at Mānoa. Previously, he served as a lecturer for ten years at the University of the South Pacific. His research focuses on Pacific legal systems, climate change displacement, and postcolonial governance, with expertise in Melanesian history and land tenure systems. He holds a PhD from the Australian National University, complementing his LLB, LLM from the University of the South Pacific, and LLM from Victoria University of Wellington.

Dr. Foukona's work bridges legal theory and practical governance challenges in the Pacific. His research explores how customary practices interact with modern legal frameworks, particularly in urban land management and climate-induced displacement. Publications highlight themes like exclusionary land policies, agreement-making cultures, and the intersection of law and environmental justice.

His academic contributions have been recognized through professional awards and publications in leading journals such as The Contemporary Pacific and Oceania. He currently teaches courses related to Pacific history, legal systems, and postcolonial studies. Dr. Foukona continues to engage in applied research addressing developmental challenges in Melanesia.
