Joseph Berger is Provost and Vice Chancellor for Academic Affairs at the University of Massachusetts Boston, where he also holds a faculty appointment as Professor of Education in the College of Education and Human Development. He has been a member of the UMass Boston community since 2017, initially serving as Dean of the College of Education and Human Development before assuming his current senior leadership role.
Dr. Berger's research focuses on higher education policy, organization, leadership, and international development. His work examines the impact of higher education on stakeholders and the evolution of academic systems globally. He has contributed extensively to the field through dozens of journal articles, book chapters, and research reports, and has served on editorial boards of top-tier journals in higher education.
His scholarship has attracted over $62 million in funding from prestigious sources including the National Science Foundation (NSF), USAID, Ford Foundation, Trefler Foundation, and Nellie Mae Education Foundation. His research spans international contexts such as Malawi, China, Russia, Palestine, Pakistan, and Afghanistan, and he chaired the Global Higher Education and Research (GHEAR) Initiative for the Worldwide Universities Network.
Dr. Berger has been recognized with multiple national awards for his scholarship from leading professional associations including ASHE, ACPA, NASPA, and Phi Kappa Phi. These honors reflect the impact and excellence of his contributions to the field of higher education.
Throughout his career, he has played a key role in advancing academic programs, fostering faculty development, promoting inclusive student success, strengthening administrative infrastructure, supporting sponsored research, and expanding international collaboration. His leadership emphasizes mission-driven fundraising, community engagement, and social justice.
He previously held leadership roles at UMass Amherst, where he was Senior Associate Dean and Director of the Center for International Education, and began his faculty career at the University of New Orleans. He is deeply committed to equity, access, and excellence in higher education.
