Joris van der Voet is an Associate Professor at Leiden University's Institute of Public Administration (department of Public Management and Organisation) within the Governance and Global Affairs school. His research focuses on managerial behavior in organizational change, cutback management, and innovation in public administration. He holds a PhD from Erasmus University Rotterdam and has held postdoctoral roles at ESADE Business School. Key recognitions include a €250,000 NWO Veni Grant (2015) and the 2019 Camilla Stivers Award.
His work examines how public managers navigate fiscal constraints, strategic reorientations, and governance decentralizations. Notable studies include analyses of performance information's impact on decision-making, bureaucratic responsiveness to external demands, and responses to negative feedback. Teaching responsibilities include coordinating the Public Management and Leadership specialization in the MPA program and instructing Public Administration Science (BSc).
Research interests span administrative attention during political failure, leadership in uncertain environments (e.g., neighborhood teams), and innovation capacity during financial decline. He contributes to the Leiden Leadership Centre and has collaborated on EU-funded projects like COCOPS and LIPSE. Recent work explores decision-makers' prioritization of policy issues and the interplay between media attention and bureaucratic accountability.
