John Whitlow is an Associate Professor at The City University of New York School of Law, where he co-directs the Community and Economic Development Clinic (CEDC) and teaches Property Law, housing justice, and tenants’ rights. His research focuses on racial capitalism, law and political economy, gentrification, and housing justice, informed by his background as a community lawyer in New York City and New Mexico.
Whitlow holds a B.A. and certificate in comparative international economic development from Johns Hopkins University, an M.A. from The New School for Social Research, and a J.D. from CUNY School of Law. He has held fellowships at NYU, Yale, and the CUNY Graduate Center. He serves on the board of the Action Lab and previously served on boards for organizations such as Communities Resist and TakeRoot Justice.
His advocacy spans legal services for tenants, public benefits litigation, and policy reform. Whitlow’s writing appears in academic journals like the Fordham Urban Law Journal and popular outlets like The New York Times. He is a vocal critic of systemic inequities in housing and urban development.
