Dr. John Shjarback is an Associate Professor in the Department of Law and Justice Studies within Rowan University's College of Humanities & Social Sciences. His research examines American policing with emphasis on organizational influences on officer behavior, use-of-force policies, and contemporary law enforcement challenges. Prior to joining Rowan, he served on the faculty at the University of Texas at El Paso.
Shjarback's scholarship focuses on systemic factors affecting police conduct, including firearm availability impacts on officer-citizen encounters, racial representation in law enforcement leadership, and technology adoption in policing. His work bridges academic research with practical law enforcement applications through collaborative agency evaluations.
Publications consistently address pressing issues in modern policing, including technology integration, deadly force policies, and racial disparities in law enforcement practices. Recent work demonstrates methodological rigor in analyzing shooting incident data and officer perceptions of surveillance systems.
