Joel Rogers is the Noam Chomsky Professor of Law, Public Affairs, and Sociology at the University of Wisconsin-Madison. He directs the Havens Wright Center for Social Justice and the High Road Strategy Center, which operates the Mayors Innovation Project, State Smart Transportation Initiative (with Smart Growth America), Government Performance Action Lab (GPAL), and ProGov21. His work spans party politics, democratic theory, cities, and urban regions.
His research focuses on democratic theory, urban development, social justice, party politics, and economic policy reform, with emphasis on creating equitable governance frameworks.
Publications demonstrate consistent themes around democratic innovation, economic systems analysis, and urban governance. Recent work explores fusion voting systems and energy technology alongside social justice frameworks.

Has initiated or led several progressive NGOs including the Working Families Party, EARN, WRTP, Apollo Alliance (now part of Blue Green Alliance), Emerald Cities Collaborative, State Innovation Exchange, and EPIC-N.
Leads multiple research centers and collaborative initiatives focused on social justice and high-road economic development strategies.
