Joe Stephens is a Lecturer at Texas Tech University School of Law. He serves as Chief Public Defender at the Caprock Regional Public Defender Office, with prior experience creating the Concho Valley Public Defender Office, which became Texas' largest rural office covering twelve counties.

His research focuses on criminal defense practices and indigent defense systems. He actively addresses mental health issues in criminal representation and holistic client mitigation through publications and speaking engagements.
Joe has authored three major works including a forthcoming two-volume analysis of Texas criminal jury charges and manuals on court cost challenges. His speaking engagements cover topics from bail setting to mental health stigma in the criminal legal system.

He contributes to statewide legal committees and mentors future indigent defense leaders. Outside academia, he is an amateur potter, Master Gardener, and eleven-time Ironman triathlete.
