Stephen F. Hanlon is a Professor of Practice at Saint Louis University School of Law. He holds academic affiliations with the School of Law and Department of Law. Previously, he served as General Counsel for the National Association for Public Defense (NAPD), Adjunct Professor at Georgetown University Law Center, and led Holland & Knight’s pro bono department (Community Services Team). His career spans over 50 years of civil rights and public interest litigation.

Research Interests: Hanlon focuses on systemic reform of the U.S. criminal justice system, particularly indigent defense systems. His work addresses public defender caseload limits, constitutional rights violations, and structural legal inequities. He has pioneered national workload standards (NPDWS) to curb mass incarceration and ensure ethical legal representation.

Labs/Teams: Leads the Quality Defense Alliance, co-founded by Holland & Knight and the ABA. Previously directed the Missouri Project and similar state studies on indigent defense systems.
