Joe Hoagland is an Adjunct Professor for Energy Policy at the University of Tennessee’s Howard H. Baker Jr. School of Public Policy. He currently serves as Director of Special Projects at Oak Ridge National Laboratory and previously held the role of Vice President of Innovation and Research at the Tennessee Valley Authority (TVA). He is also Chair of the state of Tennessee’s Energy Policy Council and a Board Member of the Smart Electric Power Association. Additionally, he recently chaired the Electric Power Research Institute’s Executive Resource Advisory Committee.
His research focuses on Energy & Environmental Policy and Stakeholder Engagement. Central to his work is advancing sustainable and resilient power systems through strategic innovation, addressing challenges such as shifting consumer demands and maintaining reliability in diverse energy networks. He emphasizes collaboration across sectors and policy frameworks to drive practical solutions.
In advising and grants, while no formal students are listed, Hoagland has led multidisciplinary teams at TVA and ORNL, managing high-impact projects like the Power System of the Future initiative. His professional contributions span strategic research, utility management, and policy development. He is associated with labs/teams at Oak Ridge National Laboratory and the TVA, where his efforts prioritize transformative energy technology and stakeholder-driven outcomes.
