Jessica Omukuti is a Research Fellow at the Institute of Science Innovation and Technology (InSIS) within the Oxford Net Zero Initiative at the University of Oxford and an ESRC COP26 fellow at the University of York. Her work centers on embedding inclusivity into Net Zero policies and practices across the Global South through direct engagement with regional stakeholders.

Dr. Omukuti's research critically examines climate finance delivery mechanisms—using the Green Climate Fund as a primary case study—to advance equitable adaptation strategies and just transitions in vulnerable regions. She pioneers frameworks for centering marginalized communities in climate policy design, emphasizing how systemic inequities manifest in carbon neutrality pathways and global climate governance structures.
