Jessica Noll

Jessica Noll serves as Senior Researcher at the Institute for Peace Research and Security Policy (IFSH) at the University of Hamburg, leading the Impact Hub: Integrated Efficacy of Integrated Action for Peace project since December 2024. Previously, she headed the Research and Knowledge Transfer Hub Security Sector Reform (SSR Hub) (2020–2024), funded by the German Federal Foreign Office, to which she was seconded for crisis prevention and peacebuilding work.

Her research focuses on civil-military relations and security sector reform in conflict/post-conflict states, with regional expertise in the Middle East and North Africa. Key interests include military economic expansion in authoritarian contexts, integrated peace operations, and international cooperation frameworks for stabilization.

Her publication record since 2009 reveals consistent focus on Egyptian military politics and Arab security cooperation, with recent work analyzing corruption institutions, military capitalism, and Yemen War dynamics. Articles demonstrate interdisciplinary engagement across political economy, security studies, and Middle Eastern governance.

Noll advises the German Federal Foreign Office on stabilization policy and manages projects involving international knowledge transfer. Her work bridges academic research and operational peacebuilding through IFSH’s partnerships with governmental and non-governmental actors.

She leads IFSH’s Impact Hub team, coordinating multi-stakeholder research on integrated peace operations while maintaining long-term collaborations with institutions including SWP, POMED, and GIZ.
