Jessica Hartley is an Instructor II in the Department of Biochemistry and Medical Genetics at the Max Rady College of Medicine, University of Manitoba, where she also serves as Program Director for the Master of Science in Genetic Counselling Program. She is affiliated with the Children’s Hospital Research Institute of Manitoba (CHRIM) as a Research Scientist.
Her educational background includes:
- Master of Science in Genetic Counselling, Northwestern University (2008)
- Bachelor of Science (Honours) in Molecular Biology and Genetics, University of Guelph
Her research focuses on improving access to genetic healthcare through innovative service delivery models. Key areas include:
- Genetic counselling
- Clinical genetics workforce development
- Alternative service delivery methods
- Interdisciplinary team models
- Metabolic disorders and newborn screening
- Rare disease management
Ms. Hartley has received national recognition for her contributions to the field, including:

- Professional Practice, Innovation and Advocacy Leadership Award (2017)
She is actively involved in mentoring and graduate education, currently accepting Master's students through the MSc Genetic Counselling Program. She holds ABGC certification and contributes to professional leadership as President-Elect of the Canadian Association of Genetic Counsellors and founding board member of the Association of Genetic Counsellors in Manitoba.
Her work is centered at the Basic Medical Sciences Building, University of Manitoba, with research and clinical collaborations focused on optimizing genetic services for diverse populations.
