Dr. Jeremy Carter is the Executive Associate Dean and Professor at the O'Neill School of Public and Environmental Affairs, Indiana University-Purdue University Indianapolis (IUPUI). His academic roles include serving as the Interim Executive Associate Dean (2021–2023) and Director of Criminal Justice and Public Safety (2017–2021). He holds a Ph.D. in Criminal Justice from Michigan State University (2011), an M.S. (2006), and a B.A. (2004).
His research focuses on policing, law enforcement intelligence, crime analysis, and evidence-based policy, funded by the National Institute of Justice, U.S. Department of Justice, and Department of Homeland Security. Key areas include crime reduction strategies, technology in policing, and pandemic impacts on crime patterns. He has led projects such as the NSF-funded 'Real-Time Algorithms for Heterogeneous Data Driven Policing' (2017–2020) and co-authored over 30 peer-reviewed articles.
Dr. Carter's recent work emphasizes gunshot detection technology's effects on gun violence, pandemic-era crime trends, and trust-based data analytics for social harm forecasting. He has received the President’s Award of Excellence from the International Association of Law Enforcement Intelligence Analysts (2013).
His grants include $791,513 from the NSF and $353,640 from NIJ. He has advised on fusion centers, intelligence-led policing, and police technology adoption. As Editor of the Journal of Intelligence Analysis (2010–2013), he has shaped discourse in analytical practices.
