Jennifer Brooker

Jennifer Brooker is an Adjunct Professor and a general litigation attorney at the IRS Office of Chief Counsel, specializing in tax litigation in the U.S. Tax Court. She advises IRS staff on established legal positions and has extensive experience in federal litigation, including defending the U.S. government in tort claims, immigration, and Title VII cases. Previously, she practiced at an AmLaw 100 firm in Washington, D.C., and served as a Special United States Attorney in California.

Education: J.D., The Catholic University of America Columbus School of Law (cum laude); B.A., Pacific Lutheran University (summa cum laude). She is also a decorated U.S. Army veteran (2003–2014), awarded the Bronze Star for combat service.
