Jean Phillips is the Director of the Project for Innocence & Post-Conviction Remedies and Director of Clinical Programs at the University of Kansas School of Law, holding dual titles as Connell Teaching Professor of Law and Clinical Professor of Law. She joined the faculty in 1996 and has served as Clinical Programs Director twice (2003-2005 and currently). Her expertise spans constitutional law, criminal defense ethics, post-conviction remedies, and appellate practice.
Education: J.D. (1990) and B.A. (1987) from University of Kansas School of Law and Augustana College respectively. Admitted to practice in Kansas (1990), 10th Circuit (1996), and U.S. Supreme Court (2002).
Research focuses on Fourth/Fifth/Sixth Amendment rights, habeas corpus, and criminal defense ethics. Awards include the Frederick J. Moreau Award (2003) recognizing exceptional student mentorship.
Prior roles include appellate defender (1992-96), appellate clerkship (1990-92), and leadership in the Paul E. Wilson Defender Project since 1999. Teaches courses like Criminal Procedure and directs innocence projects. Active in professional organizations including NACDL and Clinical Legal Education Association.
