Jay Bayne

Jay Bayne is an Adjunct Professor in the Department of Computer Science at the University of Wisconsin-Milwaukee (UWM) within the College of Engineering & Applied Science. With over 30 years of experience as a corporate technology executive, he has held CTO-level roles at global firms such as ABB and Johnson Controls (JCI). He holds a PhD in Electrical Engineering and Computer Science from the University of California, Santa Barbara (1976), along with MS (1971) and BS (1970) degrees in the same field from UCSB.

His research focuses on cybernetics, digital innovation in industrial automation, adaptive systems, and IoT/cyber-physical systems. Key career highlights include founding Stratum 4, LLC (a consultancy in intelligent automation), leading the Milwaukee Institute (a non-profit computational science research firm from 2008–2016), and managing R&D strategies at ABB and JCI. He also co-founded Meta Command Systems, Inc., where he secured US Air Force SBIR grants, resulting in patents on distributed command systems. Additionally, he authored a 2008 book on enterprise command and control systems.

Bayne has received multiple 'Best Paper' awards for his academic publications spanning computational science and industrial automation. He is a Life Senior Member of IEEE, a Distinguished Engineer with ACM, and holds certifications in aviation and SCUBA diving.

His advisory and educational contributions include mentoring over 3,000 students at California Polytechnic State University (1973–1984) and consulting for major corporations like Lockheed and HP. He has also contributed to early Internet infrastructure as part of the DARPA-funded ARPANET project at UCSB (1968–1973).
