Jawad Shah is a Research Fellow in Economics at the University of Oxford's Saïd Business School, affiliated with the Centre for Business Taxation. His work focuses on taxation challenges in developing economies, particularly evasion and enforcement mechanisms in value-added tax (VAT) systems.
He holds a PhD from the University of Kentucky (2021) and an MPA from Syracuse University (2013 as a Fulbright scholar). Prior roles include Consultant Research Associate at the International Centre for Tax and Development (ICTD), collaborating on tax projects in Africa, and over a decade as a tax administrator in Pakistan’s Civil Service across VAT, customs, and income tax administrations.
Research interests emphasize technological solutions for tax enforcement, VAT audit impacts on firms, minimum taxes, wealth taxation, and dynamic taxpayer responses to policy changes. His recent studies examine long-term effects of audits on firm behavior and compliance in informal sectors.
Jawad teaches economics and public policy at the Blavatnik School of Government and previously instructed at the University of Kentucky. His work bridges academic research with practical tax administration challenges in global contexts.
