Janice MacKinnon serves as Professor of Public Policy at the University of Saskatchewan and Professor of Fiscal Policy in the School of Public Health. She chairs the Institute for Research on Public Policy (IRPP) and holds cabinet-level experience as Saskatchewan's former Minister of Finance, Social Services, Economic Development, and Government House Leader from 1991-2001, notably achieving Canada's first balanced provincial budget in the 1990s.
