Jane Fountain is an Adjunct Professor of Political Science and Public Policy at the University of Massachusetts Amherst, holding dual roles as Director of the National Center for Digital Government and the Science, Technology, and Society Initiative. She previously served at Harvard University's Kennedy School of Government for 16 years. Fountain earned a PhD in Organizational Behavior and Political Science from Yale University, alongside graduate degrees from Harvard and Yale. Her research focuses on digital governance, technology ethics, institutional change, and the societal impacts of emerging technologies.
Her notable works include the award-winning book Building the Virtual State: Information Technology and Institutional Change (2001), which explores how digital tools reshape public institutions. She has advised global entities like the World Economic Forum and the European Commission, and her projects include the IDEESE ethics education initiative and the Women in the Information Age Project. Fountain’s academic accolades include Radcliffe, Yale, and Mellon fellowships.
Fountain’s recent articles address algorithmic governance, AI ethics, and digital democracy, reflecting her emphasis on technology’s societal implications. Her work bridges technical innovation with policy, advocating for equitable and transparent governance frameworks.
