Dr. James Souter is a Lecturer in Political Theory and International Politics at the School of Politics and International Studies, University of Leeds. He joined the school in 2016 after serving as a post-doctoral research fellow there since 2014. His academic background includes a DPhil (2014) and MSc (2011) in Refugee and Forced Migration Studies from the University of Oxford, an MA in Human Rights (2009), and a BA in Philosophy and History (2008).
His research focuses on ethical questions around displacement, asylum, refugee protection, and global justice. He has written extensively on states’ responsibilities for refugee crises, particularly in his book Asylum as Reparation (Palgrave Macmillan, 2022). Current projects explore displacement in situ and the role of ordinary citizens in addressing structural injustices.
Souter’s scholarly output spans asylum ethics, cosmopolitanism, and international norms, with a particular emphasis on the Responsibility to Protect (R2P) and reparative justice for refugees. He collaborates with Dr. Josh Hobbs on cosmopolitan responsibilities and has contributed to debates on nuclear ethics and global citizenship.
As a Fellow of the Higher Education Academy, he teaches undergraduate and postgraduate modules in political theory. He supervises students on topics including displacement, asylum, migration ethics, and global justice, and is affiliated with the Centre for Contemporary Political Theory.
