James Quirk is a Professor in the Department of Government at American University's School of Public Affairs (SPA), teaching American and comparative politics courses including GOVT-110, GOVT-130, and GOVT-210. He serves on the AU faculty senate and holds dual fellowships as CTRL Scholarship of Teaching & Learning Faculty Fellow (2023-2025) and Civic Dialogue Faculty Fellow (2024-2025), developing AU Core curriculum for Complex Problems and writing literacy.
His research examines online learning innovations, comparative nation-building processes, globalization impacts, and American foreign policy, with recent publications analyzing democratic resilience, traumatized nationalism, and the political economy of autocracy. Fieldwork spans Russia, the Balkans, Mexico, Israel/Palestine, and Iraqi Kurdistan through OSCE election missions and cultural exchange programs.
Key recognitions include the 2022 SPA Award for Outstanding Community Engagement and Dukakis Center travel grants. He contributes to global policy discourse as a Giga-Net member for the UN Global Digital Compact and ICANN's Middle East Strategy Working Group.

Quirk advises SPA and university student organizations while lecturing on American federalism for the U.S. Congressional Office for International Leadership. His international engagements include OSCE election monitoring in Russia (2018), Bosnia (2014), and Albania (2011), alongside Middle East dialogues through Catholic University and AFRP cultural exchanges.
He co-leads initiatives with AU's Center for Teaching, Research and Learning and serves as a Fellow at AU's Institute for Policy Research, supporting interdisciplinary projects on democratic governance and educational innovation.
