Dr. James Patrick O’Neal is a Clinical Professor at the University of Georgia’s Institute for Disaster Management (IDM) and Department of Health Policy & Management. He holds a Bachelor’s degree from Davidson College and a medical doctorate from Tulane University School of Medicine. His career spans military service, emergency medicine leadership, and public health administration.
- Former United States Air Force flight surgeon (Vietnam War era)
- Director of Emergency Medicine at Dekalb Medical Center (1973–2002)
- Georgia EMS Medical Director and Commissioner of the Georgia Department of Public Health (until 2019 retirement)
Research interests focus on disaster preparedness, emergency response systems, and public health policy. He has received distinguished awards including the Bronze Star and Governor’s Public Safety Award. Active in education, he teaches as "Dr. Doom" in apocalyptic studies and contributes to trauma system consulting.
Notable achievements include pioneering EMS leadership in Georgia and advancing trauma care standards. His career is marked by interdisciplinary collaboration between military medicine, emergency systems, and public health policy.
