James O’Keefe, Ph.D., is an Associate Professor of Criminal Justice Leadership at the Lesley H. and William L. Collins College of Professional Studies at St. John’s University. He holds a Ph.D. in Criminal Justice Administration from Sam Houston State University (1989), an M.A. in Police Science and Administration (1985), and a B.A. in Criminal Justice from St. John’s University (1979).
His career combines academic leadership with high-profile public service. He served as Deputy Commissioner in the New York City Police Department (2011–2012), member of the New York State Municipal Police Training Council, and Commissioner of the Matawan (NJ) Police Commission. He was honored as an honorary member of the New York City Police Department’s Honor Legion and received the St. John’s University - St. Vincent DePaul Award for leadership in poverty solutions.
Research interests include law enforcement education, counterterrorism, public policy, and ethics. His publications include Protecting the Republic: The Education & Training of American Police Officers (2004) and contributions to Community Preparedness and Response to Terrorism (2005). He is a sought-after expert witness in federal courts, specializing in law enforcement policies and practices.
At St. John’s, he has held roles such as Vice Provost of the Staten Island Campus (2014), Associate Dean for Academic Affairs, and Program Director for Criminal Justice Leadership. He mentors Ph.D. candidates and leads initiatives in Vincentian social action through the Ozanam Scholars program.
