James Kraska is the Charles H. Stockton Professor of International Maritime Law and Chair of the Stockton Center for International Law at the U.S. Naval War College. He concurrently serves as a Visiting Professor of Law and John Harvey Gregory Lecturer on World Organization at Harvard Law School. His academic roles include visiting professorships at the University of the Philippines, Gujarat National Law University, and the University of Reading School of Law. Kraska holds a J.D. from Indiana University, LL.M. and S.J.D. from the University of Virginia.
His research focuses on international maritime law, naval warfare, and environmental law. Notable works include Peaceful Management of Maritime Disputes (2023) and Disruptive Technology and the Law of Naval Warfare (2022). He edits International Law Studies and the Benedict on Admiralty treatise.
Kraska’s awards include Senior Fellowships at the Foreign Policy Research Institute and University of Virginia’s Center for National Security Law. He advises on maritime security and has authored over 50 articles on topics like submarine espionage, territorial waters law, and UNCLOS compliance.
