James Kraska serves as the Charles H. Stockton Professor of International Maritime Law and Chair of the Stockton Center for International Law at the U.S. Naval War College. He concurrently holds positions as Visiting Professor of Law at Harvard Law School and University of Reading School of Law.
His expertise spans maritime security, naval operations law, and oceans governance. As Editor-in-Chief of International Law Studies and the Benedict on Admiralty: International Maritime Law treatise, he shapes discourse in maritime jurisprudence. Professional experience includes service as a Navy judge advocate in the Indo-Pacific and multiple Pentagon roles including Oceans Law & Policy Adviser.
