James Arthur is a Professor of Education and Civic Engagement at the University of Birmingham and Director of the Jubilee Centre for Character and Virtues. He also holds an Honorary Research Fellowship at Oriel College. His roles include former Head of the School of Education (2010–2015) and Deputy Pro-Vice-Chancellor for Staffing (2015–2019). He was awarded an OBE in 2018 for his contributions to education and public service.
Arthur's research focuses on character education, policy entrepreneurship, and the intersection of religion, citizenship, and education. He established the Jubilee Centre in 2012, which has grown into a leading institution for virtue-based education research. His work explores moral development, civic engagement, and the historical and theoretical foundations of education.
Arthur has authored over 20 books and numerous articles, including influential works like Policy Entrepreneurship in Education and The Formation of Character in Education. His recent publications address topics such as virtue literacy, secular education, and the historical context of Christian influences in schooling.
