Dr. Jairo Quiros-Tortos is a Professor of Practice – Sustainable Transitions at Loughborough University and Deputy Director of the £95M Climate Compatible Growth Programme (CCG). Previously, he served as Professor of Integrated Assessment Modelling at the University of Costa Rica from 2008–2024. His expertise spans decarbonization strategies, energy systems modelling, and climate policy design, with a focus on Latin America and the Caribbean.
Education: BEng in Electrical Engineering (University of Costa Rica) and PhD in Electrical & Electronic Engineering (University of Manchester). His research integrates innovative methodologies like the Data-to-Deal framework, which mobilized billions in climate finance for Costa Rica. He has led over 40 international projects, securing $15M+ in funding from institutions such as the World Bank and UN.
Research interests include energy system planning under uncertainty, techno-economic modelling, and socially inclusive climate action. He has published over 100 peer-reviewed articles and co-developed the Data-to-Deal approach, which bridges data analysis with actionable climate finance solutions. His work has influenced national policies like Costa Rica’s National Decarbonization Plan and Honduras’ Green Recovery Strategy.
He has mentored over 100 graduate researchers and co-authored 25+ technical reports. Fluent in English, Spanish, and French, he emphasizes equitable clean energy transitions through education and participatory methodologies.
