Jacqui Norton is Associate Professor and Subject Leader in Arts and Festivals Management, Global Arts Management, and Cultural Events Management at De Montfort University, within the School of Humanities and Performing Arts, Faculty of Arts, Design and Humanities. She is based at The Gateway, Leicester, UK. Her work bridges academic scholarship and extensive industry experience in the UK music sector.

Jacqui's research centers on arts evaluation, particularly through her original FiLTER Model, which assesses skill development in arts participants, especially those experiencing social exclusion. Her expertise spans the UK popular music industry, production music, music copyright, and cultural policy. She has led songwriting workshops with marginalized groups and developed evaluation frameworks with real-world impact.
Her sole listed publication focuses on community festival organization with political dimensions, reflecting her interest in socially engaged arts practice. The work demonstrates interdisciplinary reach across arts management, sociology, and public policy.
Jacqui holds significant professional esteem, having served as External Examiner at Goldsmiths, University of London, and the British and Irish Modern Music Institute/University of Sussex, and as a Validation Panel Member at Southampton Solent University. She was invited to present her work at the Arts in Corrections Conference in the USA in 2015 and 2019.
She leads the 'Talent Unlocked' arts festival in HMP Leicester, a collaborative initiative providing creative opportunities for prisoners, involving DMU students and staff. She has also produced educational content for in-cell television. Her consultancy includes market research for music industry education and copyright clearance for historical projects.
Jacqui has held leadership roles outside academia, including Director of Park Street Music Community Interest Company (2009–2014) and Director of a boutique festival commemorating the Wellingborough Diggers. She has worked with notable artists and organizations, including Warner Chappell Music, Chrysalis Music, Zomba Production Music, and the Ivors Academy.
