Jacqueline Baxter is Professor of Public Policy in The Department for Public Leadership and Social Enterprise (PuLSE) at the triple accredited Open University Business School. She holds prestigious fellowships including Principal Fellow of the Higher Education Academy and Fellow of the Academy of Social Sciences. As Director of the Centre for Research and Innovation in online legal and business education and chair of the MBA programme, she plays a significant leadership role within the institution.
Her research focuses on public sector leadership, governance, and accountability, particularly examining challenges faced by UK public services. She also publishes extensively in online learning in business education, with special interest in online teaching identity and how school leaders plan for digital learning. Her work has been influential in educational inspection policy, frequently addressing Ofsted's role and effectiveness.
Baxter's publications reveal a consistent focus on educational governance, inspection systems, and accountability frameworks.
