Ivan P. Lee serves as Assistant Professor in Arizona State University's School of Public Affairs (Watts College of Public Service & Community Solutions), currently stationed at the Hainan University-ASU International College (HAIC) in Haikou, China. His transnational appointment bridges U.S. and Chinese academic contexts while focusing on critical public sector challenges.
His educational foundation includes a Ph.D. in Public Administration from Rutgers University (2022), M.Phil. in Government and Public Administration from The Chinese University of Hong Kong (2013), and BSSc (Honors) from the same institution (2010), supplemented by exchange studies at the University of Washington.
Lee's research agenda centers on governmental communication strategies and public employee decision-making under uncertainty. He examines how transparency initiatives, gendered language, and choice architecture influence citizen compliance and trust, while simultaneously investigating the dynamic nature of risk aversion among public servants. His methodological toolkit spans experimental designs, eye-tracking, biometric analysis, and field studies to unpack complex behavioral mechanisms in public administration.
His recent publications reveal a strong experimental focus across top journals, with thematic clusters addressing crisis policy compliance (e.g., COVID-19), gender equity perceptions, school choice dynamics, and information-based policy tools. This work consistently applies behavioral insights to real-world governance challenges.
As founder of the Public Service, Emergency Action, and Community Development Hub (PEACH) at HAIC, Lee cultivates research-practice partnerships while mentoring students in experimental public administration. His teaching and supervision emphasize rigorous methodology and practical policy applications within the School of Public Affairs framework.
