Inge Lorange Backer is an Emeritus Professor at the Department of Public and International Law, University of Oslo. He has held academic positions including Professor of Law (1987–1994) and Director of the Department (1989–1992). His roles in government include Director General of the Ministry of Justice's Legislation Department (1995–2008) and Norwegian representative in Nordic and European legal committees. He earned a Master’s Degree in Law (1972), Ph.D. in Law (1987), and an Honorary Doctorate from Uppsala University (2006).
