Dr. İlker Gökhan Şen is a legal scholar specializing in constitutional law, international law, and democratic theory at the University of Oslo's Department of Public and International Law within The Faculty of Law. He holds a PhD from the University of Zurich and previously worked at the Chr. Michelsen Institute and the University of Bergen. His interdisciplinary research focuses on three core areas: referendums' role in resolving sovereignty conflicts, contemporary challenges to constitutional law (particularly populism's impact), and Turkish constitutional law/human rights in historical and contemporary contexts.
He combines legal analysis with political science, history, and international law to examine constitutional frameworks, sovereignty disputes, and democratic challenges. Since 2010, he has taught comparative constitutional law and Turkish constitutional law while actively engaging in legal education and public discourse on democracy, constitutionalism, and human rights.
Affiliated with the Research Group on International Law, his work bridges academic and public spheres through teaching, research, and contributions to policy debates. His publications analyze authoritarian/populist dynamics in legal systems, referendum practices, and sovereignty conflicts.
