Dr. Ian C. Elliott is a Senior Lecturer in Public Administration at the Centre for Public Policy, University of Glasgow. He co-edits Public Administration and Development and contributes to editorial boards for Teaching Public Administration, Public Policy and Administration, and Journal of Public Affairs Education.
- Key roles: Centre for Public Policy (University of Glasgow), CABS Scientific Committee, former Chair of the UK Association for Public Administration.
Research interests focus on two streams:
- The Strategic State and Mission-Led Government: Analyzes how governments address VUCA (Volatility, Uncertainty, Complexity, Ambiguity) challenges through cross-sector collaboration and strategic capability building, particularly in the Scottish Government (2007-2015) and recent UK mission-led frameworks.
- Teaching Public Administration: Investigates the discipline's evolving status in the UK and strategies to educate public service workers using international examples and pedagogical innovation.
Recent publications (2024-2025) highlight trends in mission-led governance, policy capacity analysis, and public administration education reform. His work spans collaborative leadership, devolved governance, and interdisciplinary approaches to public sector challenges.
Supervision and Professional Engagement: Supervised six doctoral students to completion and examines across UK institutions. Actively involved in national education initiatives like the QAA Business & Management Benchmark Statement and international accreditation bodies (ICAPA, EAPAA).
