Hilmi Bayraktar is a Professor at Gaziantep University, Faculty of Arts and Sciences, Department of History. He has been serving as a Professor since 2014 and currently holds multiple administrative positions including Vice Rector, Dean, and Department Chair at Gaziantep University.

Professor Bayraktar has made significant contributions to understanding Ottoman provincial administration, migration patterns, and urban development in the Balkans and Anatolia. His scholarly output shows a consistent focus on Ottoman administrative documents, particularly budget records and endowment charters, to reconstruct historical socioeconomic conditions. His work often examines the interplay between central authority and local governance in the Ottoman Empire, with special attention to the transformation periods of the 19th century.
Professor Bayraktar has received recognition for his work, including:
- 2016 Turkish World Service Award (Project of the Year Award) from TURKSAV (Turkish World Writers and Artists Foundation)
He has been an active mentor, supervising 5 doctoral students and 31 master's students to completion. His research projects have focused on international educational programs, cross-cultural education, and 19th century Ottoman endowments in Aleppo province. Professor Bayraktar serves as editor for the Gaziantep University Journal of Social Sciences and has taught courses ranging from Ottoman paleography to Turkish economic history across all academic levels.
