Hugo García is an Associate Professor and Associate Department Chair in the Department of Educational Psychology, Leadership, & Counseling at Texas Tech University's College of Education. He holds a B.A. in Political Science/International Relations from UC-San Diego, an M.Ed. in Postsecondary Administration and Student Affairs from the University of Southern California, and a Ph.D. in Education with an emphasis in Higher Education from Claremont Graduate University.
His research focuses on access and retention of underrepresented students in higher education, international student experiences, community college impact, globalization in education, and educational outcomes for students of color. Key areas of expertise include community college dynamics, international higher education policy, and equity in the P-20 education pipeline.
His recent work analyzes institutional support structures for international students in community colleges, presidential leadership during contentious social issues, and strategies to diversify STEM doctoral programs. He has advised numerous graduate students and contributed to publications addressing contingent faculty trends and student persistence models.
Dr. García’s scholarship bridges policy and practice, emphasizing systemic barriers faced by marginalized groups in educational systems. He actively collaborates on projects exploring global citizenship education and the role of mid-level administrators in shaping institutional values.
