Dr. Hongmei Lu is a Researcher at Utrecht University’s Department of Human Geography and Spatial Planning, part of the Faculty of Geosciences. Her interdisciplinary research bridges planning, environmental policy, and the built environment, focusing on policy process theories, public administration, and street-level bureaucracy. Empirical work spans green infrastructure, stormwater management, and local food systems. She holds a Ph.D. in Environmental and Energy Policy from Michigan Technological University (2020) and an M.Sc. in Landscape Architecture & Planning from Wageningen University (Netherlands).
Research Interests: Urban Governance, Environmental Policy, Collaborative Governance, Digitalization, Green Infrastructure, Sustainability.
Recent Research: Current projects include community-based local food systems in Michigan’s Upper Peninsula and analysis of China’s Sponge City program. Her work explores policy implementation challenges, citizen participation, and environmental justice dimensions of urban development.
