Hildegard Lingnau is a Research Professor affiliated with the University of Siegen’s Faculty I - Social Sciences, Department of Political Science. She holds a Dr.rer.pol. (PhD in Political Science) from Freie Universität Berlin and completed her habilitation at the University of Siegen in 2009 (Privatdozent title). Currently, she serves as Executive Secretary of the Global Forum on Agricultural Research and Innovation (GFAR) at the Food and Agriculture Organization (FAO) of the United Nations. Her work bridges academia and international development policy.
Education:
- 1983–1989: Studied Political Science, Administration, and Economics at Freie Universität Berlin, Institut d’Études Politiques de Paris (IEP), and the University of Administrative Sciences Speyer (Dipl.-Pol. degree).
- 1989/90: Participated in the German Development Institute’s post-university training program.
- 1996: PhD (Dr.rer.pol.) from Freie Universität Berlin.
- 2009: Habilitation (Privatdozent) at the University of Siegen.
Research Expertise: Focuses on international relations, poverty reduction strategies, human rights in development cooperation, crisis prevention, and agricultural policy. Her career combines academic research with high-level governmental and international advisory roles.
Professional Experience Highlights:
- 2009–present: Employee of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), focusing on Millennium Development Goals and poverty reduction.
- 2006–2009: Senior Advisor for Poverty Reduction in Cambodia’s Ministry of Planning.
- 1998–2002: Led a BMZ/GTZ crisis prevention project in Rwanda and advised the National Reconciliation Commission (NURC).
- 2004–2006: BMZ advisor for Uganda, Sudan, Somalia, Djibouti, and the Nile Basin Initiative.
- 1996–2003: Researcher and project leader at the German Development Institute (DIE), including developing human rights approaches for German development policy.
Current Engagement: Leads GFAR at FAO, fostering global agricultural innovation and research coordination. Active in UN initiatives like the UNFSS Science Reader.
