Herman Vollebergh is a Full Professor of Tax Economics at Tilburg University, affiliated with the Department of Tax Economics, Tilburg Sustainability Centre (TSC), and CentER. He also serves as Senior Research Fellow at the PBL Netherlands Environmental Assessment Agency and CESifo Research Fellow. His expertise spans tax policy design, environmental economics, energy economics, and climate policy instruments.
Education and Career: Since 2024, he holds the chair in Empirical Tax Economics at Tilburg University. Previous roles include Professor of Economics and Environmental Policy (2016–2024), Senior Research Fellow at PBL (2007–present), and Assistant Professor at Erasmus University Rotterdam (1989–2007). He earned his PhD in Economics from Erasmus University Rotterdam.
Research Focus: His work addresses major societal transitions like net-zero emissions by 2050, focusing on taxation, subsidies, tradeable permits, and standards in energy, waste, and automotive sectors. Key research areas include green taxation, cost-benefit analysis, technological innovation spurred by policy, and international climate finance.
Recent Contributions: His 2025 studies include analyses of green innovation in Dutch industries, updated environmental damage costing, and policy impacts on clean car technologies. Earlier work examined fossil fuel subsidies (2024), EU ETS reforms (2016), and green tax shifts (2017).
Advisory Roles: He advises the OECD, IMF, and Dutch government on carbon pricing, circular economy, and sustainable development goals. He currently serves on the Dutch Ministerie Klimaat en Groene Groei’s Economenpanel and the Ringland Academie.
Labs/Teams: Active in Tilburg Sustainability Centre and CentER, collaborating widely on EU-funded projects like the SHIFT initiative (2017–2020) focusing on low-carbon transitions.
