Henrik Josefsson is a Senior Lecturer in Environmental Law at Uppsala University's Department of Law, currently on temporary leave serving as Secretary for Sweden's Environmental Status Investigation (Dir. 2023:78) to streamline permit processes under the Environmental Code.

Research Focus: His work critically examines environmental law at the intersection of ecology, ecotoxicology, and policy, with emphasis on groundwater management, nuclear energy regulation, chemical safety in circular economies, and ecological compensation frameworks. He analyzes EU directives' implementation in national contexts, particularly the Water Framework Directive's role in transboundary water governance and pollution control.
Publication Trends: Recent works (2023-2025) reveal intensifying focus on nuclear energy law (floating reactors, licensing), transboundary water conflicts, antibiotic resistance in aquatic systems, and chemical risk management under EU regulations. His interdisciplinary approach consistently bridges legal theory with ecological science and stakeholder dynamics.
Research Leadership: Current projects include floating nuclear reactor regulation (Swedish Radiation Safety Authority), hydropower permit conflicts (Swedish EPA), sustainable nuclear energy (Swedish Energy Agency), and forest climate governance (Formas). Previous work covered circular economy toxics (Formas) and biodiversity offsetting ethics (Swedish EPA).
Policy Engagement: Appointed Secretary for national inquiries on water planning (Dir 2021:06) and environmental permits (Dir. 2023:78), and evaluated Denmark's Water Framework Directive implementation for their Ministry of Environment.
