Helen Chen is an Adjunct Associate Professor at the National University of Singapore (NUS), concurrently teaching at the Department of Real Estate in the NUS Business School and the Department of Built Environment in the NUS College of Design and Engineering. Her expertise spans public policy, land use planning, sustainable design, and project management.

- Bachelor of Science in Engineering (Hons) with a double major in Architecture and Civil Engineering from Princeton University
- Masters in Architecture from Harvard University, Graduate School of Design
- Advanced Management Programme graduate from Harvard Business School
Research Interests: Helen focuses on urban challenges, corporate governance, and professional/business ethics, integrating sustainable design principles with legal frameworks in land lease management and construction contracts. Her work bridges policy implementation with value management in public projects.
Professional Experience: Prior to her academic role, Helen held senior leadership positions in both private and public sectors. In the private sector, she served as Senior Vice-President at Architects 61 (Singapore), overseeing award-winning developments like Raffles Hotel and Fullerton Hotel. In the public sector, she joined the Singapore Administrative Service (2003) and led policy reviews (e.g., Land Acquisition Act) as Senior Director at the Ministry of Law. She also founded the Centre for Public Project Management (CP2M) under the Ministry of Finance, specializing in project evaluation and professional development.
