Hedvig Lokrantz-Bernitz is an Associate Professor of Public Law and University Lecturer at the Department of Law, Faculty of Law, Stockholm University, where she has been employed since 2011. Previously, she served as a Senior Lecturer at Örebro University starting in 2006. Her academic roles encompass course direction for constitutional law and European law, thesis supervision, examination, and curriculum development.
Education:
- Doctorate in Law (2004), thesis: 'Citizenship in Sweden and Europe', supervised by Professor Ove Bring.
Research Interests: Lokrantz-Bernitz specializes in constitutional law at the critical juncture of Swedish and European legal frameworks. Her work examines tensions between national sovereignty and supranational obligations, particularly in education policy and religious freedom. Early research centered on EU citizenship and free movement of persons, evolving into constitutional education law analyzing Swedish school systems through national constitutions, the Education Act, and European conventions. Current projects investigate freedom of expression conflicts across Swedish and European jurisdictions, with consistent emphasis on how religious expression intersects with integration policy.
Advising & Grants: She supervises Bachelor’s and Master’s theses in constitutional law. Her project on constitutional education law received funding from the Torsten Söderberg Foundation, culminating in the monograph 'Law in School' (2020). Lokrantz-Bernitz has served as an expert in two government investigations: the Inquiry into Confessional Elements in the Education System (SOU 2019:64) and the Citizenship Inquiry (SOU 2013:29).
Academic Networks: She collaborates with the Swedish Network for European Law Research (SNEF) and the Institute for Educational Law (IfU), presenting at their conferences on topics like confessional elements in schools (2020) and students’ fundamental rights (2019). Her textbook co-authorship with colleagues includes 'Statsrättens grunder' (6th ed., 2018) and 'En orientierung i tryckfrihet & ättärfrihet' (6th ed., 2019).
