Hartmut Mayer is a Fellow and Tutor in Politics and International Relations at St Peter's College, University of Oxford, where he has taught since 1998. He concurrently serves as Executive Director of the EUROPAEUM (a network of 19 European universities) and holds an Adjunct Professorship in European and Eurasian Studies at Johns Hopkins University, SAIS Bologna. Previously, he directed Oxford's European Studies Centre (2017-2022). His academic journey spans institutions in Germany, the US, UK, and Italy, including degrees from the Free University of Berlin (Zwischenpruefung), Tufts University (MALD), Cambridge (MPhil), and Oxford (DPhil).
Research focuses include international relations theory, EU-Asia dynamics (especially Japan), diplomatic history, and comparative regionalism. His work examines European responses to rising global powers and the ethical dimensions of foreign policy. Publications explore themes like civilian power cooperation and bilateral relations.
Awards include the Japan Society for the Promotion of Science Research Fellowship (2006-07). Mayer teaches undergraduate and visiting students across politics and IR courses at Oxford, previously holding roles as Tutor for Undergraduates and Visiting Students.
University service encompasses membership in Oxford's Department of Politics and International Relations, the Europaeum Academic Steering Committee, and the Institute for European and Comparative Law Board. Before academia, he worked as a journalist for outlets including Sueddeutsche Zeitung and DIE ZEIT.
