Harold Hongju Koh is the Sterling Professor of International Law at Yale Law School, a position he resumed in 2013 after serving as the U.S. State Department's Legal Adviser (2009–2013). He previously served as Yale Law School’s Dean (2004–2009) and held the Gerard C. & Bernice Latrobe Smith Professorship (1993–2009). Koh is a leading authority on international law, national security, and human rights, with over 200 publications and nine authored/co-authored books.
Education: B.A. Harvard University (1975), Marshall Scholar at Oxford (B.A. and M.A., 1977/1996), J.D. Harvard Law School (1980). He clerked for Supreme Court Justice Harry A. Blackmun and D.C. Circuit Judge Malcolm R. Wilkey, later working in private practice and the Department of Justice.
Research focuses on transnational legal processes, war powers, human rights advocacy, and the intersection of U.S. foreign policy with global legal frameworks. Recent work includes analyzing the Trump administration’s international law challenges, Russia’s actions against Yale, and Ukraine’s legal strategies against Russia at the International Court of Justice.
Honors include 18 honorary degrees, the Secretary of State’s Distinguished Service Award, and the 2023 Lemkin Rule of Law Guardian Medal. He has testified before Congress on issues like human rights, military tribunals, and executive power.
Labs/Teams: Active in the Yale Law School’s Rule of Law Clinic and collaborates with global institutions like the American Law Institute. Current projects include advising on international tribunals and advancing human rights litigation strategies.
