Gustavo Angeles is an Adjunct Associate Professor at the Department of Maternal and Child Health within the Gillings School of Global Public Health at the University of North Carolina (UNC). He is also a Senior Evaluation Advisor for MEASURE Evaluation, a USAID-funded initiative enhancing evaluation capacity for health programs in developing countries. His research focuses on the impact of development programs—particularly cash transfer initiatives—on household health, economic, and demographic outcomes in countries such as Malawi, Ghana, Zimbabwe, Zambia, Bangladesh, Guatemala, and Mexico. He leads the Transfer Project, a multi-country collaboration assessing cash transfer programs' effects on human development. His work emphasizes methodological rigor in program evaluation and spans topics like poverty reduction, maternal and child health, and health system resilience, especially during the COVID-19 pandemic.
Dr. Angeles holds a dual role as a Research Assistant Professor at UNC and has extensive experience in global health policy, including evaluations of social marketing programs, local governance strengthening, and agricultural value chain interventions. He previously served as Deputy Director of MEASURE Evaluation, focusing on capacity building and knowledge management. His contributions include pioneering evaluations of Mexico’s Oportunidades conditional cash transfer program and designing methodologies for measuring program impacts in diverse contexts.
His research interests are reflected in a prolific output analyzing cash transfer impacts on health insurance enrollment, gender dynamics, mental health among LGBTQ+ populations, and service utilization in resource-constrained settings. He has conducted workshops on evaluation methods in over a dozen countries and collaborates with global academic networks to advance impact evaluation practices. His work bridges theory and practice, aiming to inform evidence-based policies that address systemic inequities in health and development.
Dr. Angeles has been recognized with an Award for Teaching Excellence and Innovation from the Gillings School for his educational contributions. His research also explores challenges in survey methodology, particularly in urban health monitoring and repeated clustered surveys, ensuring robust data collection in complex environments.
