Gregory L. Richard serves as Professor of History and Legal Studies at Winona State University in Winona, Minnesota, concurrently holding the position of Director of the Legal Studies Program and pre-law advisor. He is an active attorney licensed in Minnesota, member of the United States Supreme Court Bar, founder of the WSU Law Clinic providing pro bono criminal expungement services, and chairperson of the Minnesota Legal Paraprofessional Pilot Program.
His academic credentials include a PhD in history from the University of Mississippi, MA in history from the University of Louisiana, and JD/BCL from Paul M. Hebert Law Center at Louisiana State University.
Dr. Richard's research centers on the carceral state, federal courts, and judicial intervention in prison reform, combining historical analysis with legal scholarship to examine systemic issues in criminal justice. His work particularly investigates how federal judicial actions influence correctional facility reforms.
Through the WSU Law Clinic and Minnesota Legal Paraprofessional Pilot Program, he creates experiential learning opportunities for students while expanding community access to legal services, demonstrating his commitment to integrating academic theory with practical justice initiatives.
