Professor Giuseppina Panebianco is a distinguished scholar of Criminal Law at the University of Messina's Department of Law, where she has served as a Full Professor since December 30, 2021. With academic seniority dating back to November 18, 2005, she has established herself as a leading expert in Juvenile Criminal Law, European Criminal Law, and Organized Crime. Professor Panebianco's academic journey began with a Law Degree with full honors from the University of Messina in 2000, followed by a PhD in Criminal Law from the University of Florence in 2005.
Her research interests span the complex intersection of juvenile justice systems, criminal guarantees, and European legal harmonization. Professor Panebianco has published extensively on juvenile probation systems, the nulla poena sine culpa principle in European jurisdictions, and the balance between repressive measures and educational approaches in juvenile criminal justice. Her scholarly work consistently addresses how legal frameworks can better serve juvenile offenders while maintaining constitutional safeguards and rule of law principles.
Professor Panebianco's publication record demonstrates a clear evolution from foundational work on juvenile criminal sanctions systems to contemporary analyses of digital-era challenges including drone-related criminal liability and the illicit dissemination of sexually explicit content. Her research shows consistent engagement with both theoretical frameworks and practical applications of criminal law, with particular emphasis on how European standards influence Italian criminal justice practice.
