Gina S. Warren is a Professor of Law at the University of Houston Law Center, where she holds the A.L. O'Quinn Chair in Environmental Studies and serves as Co-Director of the Environment, Energy, and Natural Resources (EENR) Center. She teaches courses in Civil Procedure, Climate Change Law, Energy & the Environment, Property Law, and Renewable Energy Law. Warren previously taught at Texas A&M University School of Law and Duquesne University School of Law, and has international teaching experience in Germany and Mexico.
Her research focuses on the intersection of environmental law, energy policy, property rights, and social justice. Warren's scholarship has been published in leading journals including the Boston University Law Review, University of Maryland Law Review, Columbia Journal of Environmental Law, and the University of Cologne Business Law Journal. Her work has been cited by the Colorado Supreme Court and the Supreme Court of Texas and featured in The Washington Post. She has authored a book chapter on U.S.-Mexico energy and environmental relations and her scholarship is included in major energy law textbooks.
Warren's recent publications reflect a strong trend toward interdisciplinary analysis of energy transitions, climate justice, regulatory frameworks, and cross-border legal cooperation. Her work spans subfields such as environmental justice, renewable energy siting, public trust doctrine, federalism in environmental regulation, and the legal dimensions of just transitions. She integrates doctrinal, policy, and equity-based approaches to examine how law can support sustainable and equitable energy systems.

Warren has held leadership roles in national legal organizations, including serving as Past Chair of the Association of American Law Schools Section on Natural Resources and Energy Law and Past Chair of Academic Outreach for the Institute for Energy Law. She is a member of the Environmental Law, Property Law, and Women’s Law sections and has served on subcommittees and advisory boards, including for the Rocky Mountain Mineral Law Foundation and the Association of International Petroleum Negotiators. She advises student organizations such as the Energy and Environment Student Society and the Houston Law Review.
Before entering academia, Warren practiced environmental and utility law at Perkins Coie in Seattle and Post & Schell in Philadelphia. She clerked for the Honorable Michael Winkelstein of the Appellate Division of the Superior Court of New Jersey. She is admitted to practice in Pennsylvania, New Jersey, Washington, and the U.S. Virgin Islands.
