Gerald J. Kauffman serves as Associate Professor at the University of Delaware with joint appointments across the Biden School of Public Policy & Administration, Department of Civil and Environmental Engineering in the College of Engineering, and Geography Department in the College of Earth, Ocean, and Environment. He directs the University of Delaware Water Resources Center (UDWRC), one of 54 National Institutes for Water Resources supported by the U.S. Geological Survey at land-grant universities nationwide.
Dr. Kauffman's academic credentials include:
- Ph.D. in Marine Science and Policy, University of Delaware (2014)
- MPA in Water Policy, University of Delaware (2003)
- Certified Public Manager Program (Level III), Rutgers University (1988)
- B.S. in Civil and Environmental Engineering with Water Resources concentration, Rutgers University (1981)
His research integrates engineering, geography, and public policy to address complex water resource challenges. Dr. Kauffman specializes in river basin governance systems, economic valuation of water resources, and hydrological analysis with particular focus on the Delaware River Basin. His work bridges scientific analysis with practical policy implementation, emphasizing interdisciplinary approaches to watershed management and water quality improvement.
Analysis of Dr. Kauffman's publication record reveals consistent focus on water economics and policy analysis, with increasing attention to historical context of water systems. His research demonstrates evolution from local Delaware watershed studies to broader comparative analyses of major American river basins, while maintaining strong emphasis on cost-benefit frameworks for water infrastructure and quality initiatives.
Dr. Kauffman holds several significant public service appointments:
- Delaware's first Water Master appointed by the Delaware Water Supply Coordinating Council Act (2000-present)
- Co-chair of the Christina Basin Clean Water Partnership (EPA-led interstate effort since 1995)
- Member of the Environmental Academic Affairs Council overseeing undergraduate environmental programs
- Faculty advisor for UD's Student Section of the American Water Resources Association
Through the University's land-grant mission, Dr. Kauffman provides critical water science and policy assistance to governments across Delaware and the Delaware Valley. His work connects academic research with practical public service in watershed restoration, water quality improvement, and sustainable resource management.
As Director of the Water Resources Center, Dr. Kauffman coordinates regional efforts through partnerships with the EPA, Delaware River Basin Commission, and neighboring states to address water challenges in the Christina Basin, which provides 60% of Delaware's drinking water supply.
